Memory Issues on HTC M8

When I look on my storage it says I have 0.4GB of memory left and my apps take up around 7GB but when I click on make space it says they only take up 3GB. What is wrong and how can I make more space?

Move what apps you can to the SD card, go to Application Manger, select the program you installed one at a time, if you see a "Move to SD card" option and it's not greyed out, do that.
