That's relative to what you really do with the console. Jtagged consoles aren't a 'pure piracy' mod, they're about unsigned code. With that kind of mod you can run whatever you want like a jail-broken iPhone. With that in mind you could fence it for a lot more through other channels than you ever could through Console-GameStop banned or otherwise.
This 'Reach' breach is specifically for Jtag mods, not your typical modded DVD-ROM drive. It's not like there's a Disc ISO floating around on torrents. You don't have to play an early release game online to get a Jtag mod banned, just leave it connected for a while with Xbox Live Silver. Playing any game before release, however, ups the risk of any mod.
