How to use my android device as a wireless speaker for a tablet. is there any app or something

I doubt there will be an app for that. Both the tablet and the phone are "output" devices, moreover phone' speakers are not better than tablet'.

You can get cheap Bluetooth speaker for like $5 if you shop around.

That app is for PC to android so the tablet would have to be running Windows.
Get a speaker as Alabalcho says. It will sound much much better no matter how cheap it is. Make a contribution to your local NPR station and get one for free.
