My android phone wont turn on and it doesn\'t have a battery

Obviously you need a battery. Correct me if I'm misunderstanding your statement. Which phone is it?

Cellphones run off the battery 100% of the time. Even if your phone is being charged via a USB cable, the cellphone still draws power from the battery. The USB charges the battery directly.
It's not like a laptop where you can remove the battery but still use the laptop when connected to the A/C outlet. The phone needs the battery.
