Whenever I plug my AC adapter into my laptop down stairs, it will not charge the battery, but if I take it upstairs, the battery charges.
My Dell laptop will not charge the battery from the Dell AC adapter

If the same charger is being used, it may be the outlet you are using (or power strip) rather than the charger.
