My Dell laptop won't do anything when I insert a CD or CD-ROM.

I have a Dell Inspiron 15 with operating systems Windows 10 and I am trying to install a program that I bought and I put the CD into the CD ROM drive and it doesn't do anything I don't recognize CD is it won't recognize anything that I put in there it does nothing and I don't know why but I can't find any settings in the computer to let me run anything that's in the C drive can you please help please and thank you. what kind of cd?
if it a program. Open windows explorer and browse to the cd and run the exe.
