Since you don't provide makes and model numbers of any of the equipment I will guess that your new DVR doesn't have outputs compatible with the VCR inputs for recording or the cable guy just didn't connect them.
For playback the cables from the VCR would go directly to the TV. You would need to select the input it's connected to. He may also have disconnected those.
