My laptop became slower

My laptop became slower after my friend set a password and he forgot it. We used Rufus to try to repair it and we did it. After that I installed win 8.1 and it's slower. For example I was getting 50-60 fps on CS:GO with settings medium-low and now I get like 20 and 30 same setting, same on all other games. Any suggestions?
