My laptop will not connect to my Samsung s8 plus hotspot, but my laptop will connect to my husband lg phone. What wrong with my Samsung phone?

Probably nothing, it is likely an issue with the laptop as much as the phone. I have seem some devices not being able to connect to hotspots from some other devices.
