My laptop can't turn on after shutdown

Hi guys,
My Satellite L40-14N can't turn on after shutdown. I have to remove battery, unplug adapter and wait about one min to turn it on again.
I removed the battery to try using only adapter but after shutdown, it happen again.
I brought to a Laptop repair shop. They cleaned the mainboard, rebuilt some chips. Everything looks OK but after I bring it back to my home, I can't turn it on.
I have no idea in this case, please help me, what happened with my laptop, what's wrong? And what should I do now.

I have seen they used a special adapter. It show me the voltage and amperage. Before turn on the laptop, the amperage is about 0.23A, and after shutdown, maybe about 21-23A then I can turn on again, but when the amperage is about 0.634A, now I have to unplung adapter and wait.
