My laptop just keep saying "shutting down"

Hi, I have a little problem with my laptop windows 8. I was using my laptop the other day and after using it I tried to shut it down but it never actually shut down its kinda like froze but loading. Now it even when I turn it off or reopen my computer it's always saying shutting down with the moving loading sign. The battery of my laptop is built in so I cant just take it out and put it back in again 🙁
I could really use some help, thank you!

You can hold down the power button for 5-10 seconds to manually turn off your laptop.
