My phone got wet and it won't turn on, how do I get my contacts, I do have a gmail account

I had a moto 5 phone and now have a samsung j7, I use Att, shouldn't my contacts be stored on a cloud somewhere and if so how do I retrieve them

if you sync it to the cloud. add the same account to the new phone or login to it thru the web site.
