how do I fix my 7" RCA tablet touch screen unresponsive at lock screen

If it will show you the lock screen, then it is turning (powering) on. However if it won't respond to your touching it, then the touch sensor or the display itself may be an issue.

If under warranty still, I would contact the manufacturer. If not, then I would try a local tech.
