My Samsung galaxy 4 tablet went dim and now I can't get it to shut or and it is frozen.. what can I do

My galaxy 4 tablet is dim and won't shut off... I've tried everything .. 🙁

If it is doing this only when plugged in, or all the time? Is it that it won't turn off (power down) or just that the screen isn't going black as it should after a small amount of time?

Do let me know.
