my samsung world phone is locked and won't let me get into any functions

When I push the button to gain access to my phone it will not allow me to get in. If I take the battery out and put it back it, I can at least turn the phone on, but then the buttons at the bottom: "Dial" "Contact" and "menu", all of them take me to the "dial" menu but the dial doesn't work??? Then it will somehow unlock and work again?
