my screen is not full

When I turn on the TV the screen isn't full on both sides its not a full screen

If you are viewing a 4:3 aspect ratio program on a 16:9 aspect HDTV then you would get those bars on either side. Most TVs have a way of eliminating them but you would either loose some of or distort the picture if it is a older 4:3 program.
You may be able to adjust the aspect ratio on your source.
