My Sim is off I want to reactivate it can I go to others service provider for it

I have off my Sim card for some reason again I want to activate it but with other service provider can I do it

If you have a Sim card that's attached to one carrier, you'll need to contact/visit them to have it reactivated. Which carrier are you using?
