My tlc track phone will not turn on

Ok my phone would not turn on it was blinking only a white light so I see a post that said remove the battery and then hold the battery down for 20 sec. So I did and the white light stop blinking and now it won’t turn on.😭can someone please tell me what to do to get it to turn on please👏🏽

I meant to say hold the power button down for 20 seconds after you remove the battery
