Is it turned? It could be either a tiny switch on the side of a laptop if you're using one, or by one of the Function keys - the one with the wi-fi icon on it.

In the Taskbar, click on the ^ (show ahidden icons) character and see if you have a wi-fi icon and if it has an * on top. If you have, it's turned on but not connected to your router..
