My wifi symbol blinking but wifi is not turn on ....

Tap your Apps square then go to Settings>Connections>WiFi and tap the symbol in the top right hand corner. That should turn it on.

Have you verified the date and time (and time zone!) are set correctly? Sometimes the system won't connect if the time is too far off.
