need help connect my phone with my tv

Can someone please help me I have not got internet but want to Connect my Toshiba smart tv to my phone with out internet

That is a really vague technical question with few details. It likely becomes a question of networking.

So, the first question I would ask,
- Why are you posting this in the VR forum?

Then I would ask,
- Show me your network map?
How is everything connected?

Once we verify your networking is setup to allow the devices to talk to one another..

Then..
- What applications are you attempting to use to communicate between the two?
