Need help knowing what to upgrade on my pc.

I have a desktop pc and i would really like to know what should i improve to make it become faster (basically i want to know whats the worst thing in my computer so i can change it to something better). Here are my specs:
CPU: intel core i3-4160 (3.60 Ghz)
RAM: 4Gb
Windows 8.1
Graphic Card: Intel HD Graphics 4400
Memory: 1TB
Also i would like to know whats the best replacement with a max price of 300 euros.

what are you using the computer for? what wattage is your psu? look at getting better videocard depending on psu wattage.

How do i find out what is my psu wattage? And im going to use my computer entirely for gaming, im thinking of upgrading because i tried to run a simple game like Hawken https://www.playhawken.com/ that the specs are pretty low and i could barely get 15 fps with everything on low. And yes i also think that my videocard is the biggest problem Intel HD 4400 is not really good... What should i upgrade it for then?

remove the side panel usually left side & you'll see a label on the side of the psu stating the watts output.
