Need help picking out a laptop for my dad

Need help picking out a laptop for my dad. He'd really only use it for business and browsing the internet, things like sending E-mails, uploading tax forms, and stuff like that. Needs to be affordable around $600 or less... Also a laptop with the capability of turning into a tablet would be a huge plus!

Uses:
Browsing internet
Playing videos
No gaming, editing, or anything serious of that nature



Needs:
Under $600
Really good Wifi chip (I want a solid internet connection)
Nice processor if possible (Don't want a slow computer is all)
Decent build

Lenovo Yoga is good, but a bit pricier than your budget.

MS Surface Pro is an option, make sure it's not running the RT version but the one with real full Windows on it.
