I have contacted Toshiba about the OEM discs for my laptop, they are not able to send me any due so the age of my laptop. Can you help?

We can't send you media either.
You might be able to find buy it on ebay.
If you upgraded to 10 you can download it from microsoft for free and create a DVD or usb key.
If you are still running 7 Home premium(default os option on that model) you can use OEM win 7 home install media which you can either borrow or buy. Media is usually pretty cheap, the expensive bit is the licences/product key and that should be located on a sticker on the laptop.
