Need urgent help with overseas purchase

I've been posted in Vietnam for 6 months with a government issued laptop. Thought it'd connect to my TV via HDMI, but no, it's got an old Intel HD 3000 graphics adapter and there's nothing I can do to get the picture right.

So I'm thinking about buying this:

It's got an i3-3217U processor and a GE Force 720M with 2GB DDR3.

It'll cost me $380 without any OS.

My questions are:

Which OS should I get? Win 10 or Win 7? 32 or 64 bit?

Also, will this be enough to play FIFA 14 and Europa Universalis IV?

This laptop will be good enough for the two games you mentioned. As for your OS, if Windows 7 is cheaper, then go get the 64-bit version of it. After this, you can upgrade to Windows 10 for free. Otherwise, if the two OSes cost the same, then get Windows 10.
