The main reason given is iOS updates re-enable Bluetooth to ensure core Apple ecosystem features—such as AirDrop, Find My, Handoff, and peripheral connectivity—function immediately upon reboot. This behavior is intentionally designed to support, and often requires, active Bluetooth for services like iBeacon, device location, and ecosystem continuity, especially for accessories like AirPods.

That's 'Apple-speak' -- the pat answer given to people who don't know better. All that answer provides is the reason for Bluetooth connectivity. The question is ... if I CHOOSE to have my Bluetooth turned off, even if it needs to be turned on during the update process, WHY doesn't Apple put my Bluetooth state back like it was? In other words, the point of the question is ... if Apple is meticulous about putting everything back the way it was, why leave the Bluetooth turned on?
I don't speak for Apple. I gave what seems to be the actual reason.

I suggest contacting them. Good luck.
