Question New Laptop Battery Won't Charge

Hi, I'm trying to help a nontechnical friend with an older HP 17-by1061st. He called me when the unit would no longer run without the charger. We purchased and replaced it with a new battery, but now it will not complete the boot cycle. It first boots to a BIOS error 502 (BIOS checksum invalid), then to an error 601 (Battery capacity reduced), and finally to a "Critical Resource Unavailable" and restarts. After that, it loops back to the 601 and repeats. The charger measures 19.5 volts, which is spec. I tried reinstalling the battery to no avail. There is a purported fix which calls for one to hold down the start button when just using the battery, but I can't do that. I would like to know if this is a charging circuit problem, a battery problem, or an OS/driver problem. The battery has a multi-pin connector inside the machine. So I have two questions:
1.) Which pins should I measure voltage between to determine if the charger output is up to spec? Or on the battery to see if it's charged?
2.) Is there another way to go about this?
