New laptop but cannot install driver for new printer.

Hi all,
I have just got a new laptop. Toshiba Satellite, Intel Celeron 2.16 GHZ, 4 gig ram running Windows 8.1 64 bit. I cant seem to install the drivers for my printer. HP Deskjet 1510. It goes through the install ok but when it asks for me to pug in the usb cable it doesnt see it. I can hear the sound when i plug in but it never sees it. I have tried uninstalling,reinstalling, downloded the new drivers from HP but everytime it says to plug in it does the same. I have an error message saying that the printer driver is not compatible with a policy enabled that blocks NT 4.0 drivers.
The strang thing is that it works fine on my wifes laptop which is exactly the same but with a 2.13GHZ processor.
Any help please, I have seen some stuff about unblocking NT 4.0 drivers but wanted to check here before i go messing with the registry.

Sorted it.



Every time i was uninstalling the HP software( which i had to do manually as the HP uninstaller said there was no software on the laptop.) I still left the HP diagnostic tool on the desktop, and reinstalling to get the same thing every time.



This time i got rid of everything including the diagnostic tool. Reinstalled and works fine. I had to use the disk that came with the printer as the new driver i downloaded from HP still didnt work.



Hope this helps anyone who has this problem.
