Also see this :
ASUS G71GX
it is available with Core 2 Duo T9600 (2.8 Ghz 6Mb) and Core 2 Quad Q9000 (2.0 Ghz 6Mb)
with a GTX 260 (1024 Mb GDDR3) you won't have trouble even with Crysis
of course none of these CPUs can beat i7 920

I believe a single GTX 280M is around the performance of a 9800 GTX. Which is rather respectable considering it's in a laptop.

260 has a better performance/price ratio . according to the size of lap top displays , 260 will give you sufficient frame rate in any games
with your budget I would choose a 260 graphic card and add more RAM to the system , or if there is an option of choosing a higher quality display better to save money for that

If the sole purpose is for gaming, then no not necessarily. Most games are dependent on GPU power, not so much the CPU. So as long as he gets a decent CPU and 4gb of RAM, he shouldn't have any issue with anything else. Even the base i7 in the laptop I suggested will handle games just fine and the GTX 280M is a decent step up.
