No Download speed?

Currently using Comcast Cable Internet, and a Dlink router (wireless), which I am physically plugged in to.

Had consistent problems attempting to download files, stream music, connect to internet radio stations, view any site with a large imagefile, and had no clue how to fix. On the advice of someone I asked, I was told to take a speed test (speedtest.net) and see what that cropped up. 40 ms ping time, but test could not finish, since the download speed peaked at about .6 bits per second, and rapidly began to fall, dropping under .2 within 5 seconds, and down to .05 within another 10. It continued to fall at a slower rate over time, taking about a minute to bottom out at 0.00 speed, and test could not complete past that step.

How can i fix this issue, so that I once again have download speeds above 0, and can successfully do the tasks mentioned above?

Any help would be appreciated, thanks in advance.

UPDATE: Oddly, forcing a download in firefox to 'pause' and then 'resume' causes it to briefly spike speed up to that small amount listed above, before flatlining again. Can 'Force' a download by repeatedly pausing and resuming, but this is obviously HUGELY impractical. Hopefully this helps to diagnose and produce a solution to the problem.
 
First, test the connection directly from the modem. If that works fine, connect to the router with an ethernet cable and test. If that does not fix it, check for a firmware update for the router, reset the router to factory default, try it again. If that does not fix it, replace the router.
 


Plugging the cord running from the modem directly into the computer offers 'limited or no connectivity' because it does not receive a network address.

I *AM* currently plugged into the router physically, and the router appears to be functioning fine for all the devices that connect to it wirelessly. My 360, PSP, Wii, DS, all seem to be able to pick up on an utilize the router just fine with no issues. A laptop in the house also appears to function fine, with no noticeable issues. (The laptop is running windows 7, whereas I am on XP, but I doubt that makes a difference since I was on XP a few days ago when it was working fine.) And browsing websites like this tends not to create any issues, unless the webpage uses a lot of flash, or is of significant size. (A few imagesharing sites coughed up a lung, for whatever reason.)

Router has already been powered off and on, multiple times. EDIT: Nevermind, figured that out. Firmware is the latest version.

Resetting to factory defaults would create an issue, as I do not currently have access to the setup CD, and IIRC it required a version of windows higher then what I have to run the setup software. (Though that might have been the first router we had, I'll have to check that later.)
 


You should have put most of this in the first post, knowing that you have lots of other devices that work fine would rule out most things. The issue is with the computer given the other info. Fastest thing to try would be to just install a clean setup of Windows on the computer, install the drivers and see how it works. You'd have to re-install your programs, and you should copy the My Documents, Favorites and Desktop folders to a backup location. If you don't format the drive before doing the clean setup, all the old user directories should be there still, you should create a new user account for the new setup, don't use the same name as your current one. That way your old profile will not be over-written.
