noisy Toshiba tv even when off

I have a noise coming from the right side of the 58L9300 TV when the TV is on or off. The only way to stop it is to unplug it and then after a few seconds it starts up like a fan.

U answered you own question, A BROKEN FAN! Although no fan should come on when it's stone cold, maybe the whole of PSU.

My 65L9300 does the same thing. I got the TV used, so I'm wondering if the fan is suppose to run at all times? When you got the TV new did the fan run all the time? Have you changed the fan and it resolved the issue?
