Not charging in converters

I have a acer 2n1 laptop that will not charge in a converter. Charger works fine at home but not in converters. I have tried 4 different kinds , rhey all worked and charged the phone just not labtop. The converters were at least 110w. Does anyone know why this would be happening.

May be the converter output voltage is too low - - - cellphones only need 5 volts input for charging, whereas laptops need 19 volts.
