Outlook 2016 Bounce-back Issue

First off, if this is not the area for Microsoft Office questions/issues, I do apologize. I did not see a specific discussion area for it in the main list. Anyways.... here is my issue.

I am running Windows 10 LTSB 2016 64-bit with Office 2016 Professional installed on it.
The PC itself is an HP 6300 Pro Micro-tower with 6 GBs of RAM, more than enough HD and an Intel based I5 processor.

I am getting a bounce back on a single user in my company. I, along with others running the same setup as the user having issues can send and receive to the email addresses in question, without any issues. There are no email filters on this user's PC within Outlook which could cause bizarre messages. It is a server message, so it appears it is not his PC. This person is a new user and can send to all other email addresses within and outside the company.

I have omitted some info below with "*" for security reasons, so hopefully this will be enough info to begin. Let's pretend I have not tried anything. I am up for any leads possible. This is a weird one, since it is only one person having the issue.....Here is the message.

Solution
After researching this and taking the reply to this thread into consideration, I was at wits end. Then, I decided to run windows updates again and a few different Outlook 2016 updates were installed. It is now working fine.
