Peripheral not functioning on startup laptop

I have an HP elitebook 8530p, running win 7

I have re-imaged the OS several times, ran cleaners, and even though I have done all this, I still have the same problem.

I cannot get my perpherals (keyboard, mouse) to function until I launch task manager, then no real issues.

can you help??

Welcome to Tom's Hardware Forums,
I'm thinking your plug and play is disabled, more than likely in your BIOS settings. I would go into BIOS and check to make sure PnP is enabled.
