Philips TV suddenly won't turn on

My TV doesn't turn on, not even the standby red LED. When I plug it, it first makes a continuous noise before it starts making a "clicking" noise. The controller and side buttons don't do anything. The model is Philips 32PFL4007D/77. I've checked all capacitors and they are ok. Also, the 5, 12 and 24 volts lines are all producing the correct voltage. The sound comes from the power supply board, and not from the speakers. I would appreciate any help with this, thanks.

It's possible that a bad board is shutting down the power supply. That click may be a relay doing that.
You could try disconnecting the boards one at a time to see which one might be bad.
