Phone blocked

Hello,
i have a telstra phone f156 from australia and then it is not open line yet and then when i insert a simcard a smart sim card it will appear the phone is blocked try to unlock after 12 hours when i did it it is just the same try to wait until 12 hours. what can i do for this? pls help me

Sounds like it could be an issue that you need to discuss with your carrier, as they are the only ones who can unblock the SIM.
