Phone has restriction

When someone calls my phone on Skype it says the phone is restricted why
I just down loaded Skype and when my contact tries to call she is told it is restricted

A Skype call could use quite a large chunk of data so if your package only lets you have a small amount of free mobile data, that could be the restriction. What sort of package did you buy?
