Phone was stolen got it back but it's had an unauthorised swipe and it won't let me sign in with my email after password rest

Phone was stolen got it back but it's has had an unauthorised swipe and after changing password for email keep telling me I cnt log in for 24 hours after password change this has been going on for 3 weeks but I can log into my emails on computer n other phones
