Can you tell me if Photo Shop Elements 15 allows to put dates on photos. I am scanning old family photos and would like to add the dates to them?

Do you want it to automatically add dates or do you know the dates and want to add them? There should be a text option (usually represented by a T) that would allow you to add text, such as a date, to the photo. It will create a separate text layer which you can edit later if you need to do so.

Google/Bing for "photos add watermark", there are tutorials for both Photoshop, and stand-alone utilities.
To be honest - datestamp over photos is useful only if you're going to print these photos.
