Hello I'am looking for a cheap laptop.
I have started a photography course and need a cheap laptop that runs with no lag when using photoshop and yet display really good.

I'am on a budget of 700$

A high quality screen will be the biggest issue in that price bracket, you'll be seeing mainly 1366x766 resolutions. That's what you should be looking for.
