My lenovo laptop always stocks to "starting windows" . I cant open it. What to do?

Try booting to safe mode w/networking and download/run CCleaner. Do the Clean and registry portions both. Then see if you can boot normally.

Another option would be to boot to safe mode and try restoring to an earlier time before the issue presented itself.
