Solved! PLEASE HELP!! TOSHIBA LAPTOP

I forgot my password to my laptop so i did what i thought was a hard reset to factory setting. After it finally got done it now says No Bootable device -- Please Restart System! What can i do to fix this?

use the recovery disk that you suppose to make when you get the laptop.
is it windows 10? could download from MS and do a fresh install https://www.microsoft.com/en-us/software-download/windows10
