Please how do I permanently stop Windows 10 Pro automatic update - I have tried this:

Windows + run
services.msc
enter
windows update: disable

but it keeps changing

I don't have much internet data. And Windows update takes more internet data.

There are some things you must get. The Security updates, for one.

In the Windows Update settings, there is an option for "Download updates over a metered connection".
Have you enabled that?
