Try starting it up in "Safe Mode" and see if it will load. If so, then there is something on the device that is causing the problem. Virus, malware, bad program, bad update, etc. If, however, it won't load in "Safe Mode" either, then I would try the steps listed below (below the "Safe Mode" steps).
