Question about app

Hello,

If Someone is making an android app for me and I want to put it on google play how would I get it from them or how would they get it to me?

You sign a contract with the developer, he/she finishes it, gives to you source codes, and build environment. You upload it to Google from your own account. You maintain (or not) a relationship with the developer to maintain the app, fix bugs, and update it as Android gets updated.
