They've been there for a while... Much longer than Android and iOS. Price and battery life had always been the reason they're not popular.

While the hardware is much more battery-friendly nowadays, I can't say the same for software. Windows spends too much CPU time with tasks which are supposed to make the PC run faster but in fact they don't. Also keeping Windows free from viruses is plain hard and most users end up installing some sort of antivirus or firewall which lead to much worse battery time.

Because MS Windows isn't a tablet OS...it doesn't work well as a Tablet (hence why it failed when they tried to make Table PCs)
