S3 not starting

My Samsung galaxy s3 will get to its Verizon screen and die while on the charger, but while not on the charger, it will display the first screen for half a second. I have tried the spin test with the battery and it was only a slight bit worse than a battery I know is good. I don't have a whole lot of money that I can spend on a repair, any suggestions?

Your choices are limited: Pay to have it repaired or do without a phone.
Unless Verizon will let you trade it in on a new phone.
