Unless you specifically denied Google the rights to capture all your data and synchronise it with your account, they should be stored elsewhere. If that's so, go into G-Mail using your PC and once you log in with your account details, the contacts should be accessible along with your e-mails.

As to the lost 'phone, your Service Provider should be able to tell you where it was when it was last used.
