Samsung j5 not working

Is fully charged won't turn on, even though it's 'off' it rings as though someone is phoning me

Sounds like it may well be on and just the display isn't on/showing anything. If that is the case then either contact the manufacturer (if it is under warranty still) or it if isn't, then try a local tech as you may need the display replaced.
