My satellite l15w-b1302 will turn on slowly will not open apps or if they open they run very slow.

Run a virus scan, Malwarebytes is a good program for that. If it finds nothing you may have a failing hard drive, either Toshiba or the laptop drive vendor should have a utility to run a scan on the disk to check it. If it comes up as bad, replace it and install Windows clean on the new drive.
